ILO Seminar on Transition to a Risk-Based Occupational Safety Model Launched in Astana with Participation of the «PARYZ» Confederation

On June 2, 2025, a two-day workshop organized by the International Labour Organization (ILO) began in Astana under the theme: «Mechanisms for Transitioning from a Compensation Model to a Risk-Based Approach and a New Model of Social Protection in Kazakhstan».

The event brings together representatives from the Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan, the Ministry for Emergency Situations of the Republic of Kazakhstan, the National Confederation of Employers of the Republic of Kazakhstan «PARYZ» the State Labour Inspectorate, business sector, trade unions, occupational safety specialists from enterprises, and international experts.

The seminar has become a key platform for sharing experiences among social partners and for developing practical solutions to transition to a new occupational safety management model. Participants are jointly developing a step-by-step plan to implement a risk-based approach grounded in international practices and the needs of domestic businesses.

Yekaterina Kuznetsova, international occupational safety expert and seminar moderator, emphasized:

«We are building on the outcomes of the National Review on Occupational Safety. Currently, targeted work is underway to update the methodology for integrated assessment of occupational risks. We've gathered a large team here – all social partners are represented: employers, trade unions, and ministries. Over the course of two days, participants will engage in brainstorming and develop concrete proposals on occupational safety and health, including the certification of production facilities and the transition to integrated risk assessment».

The seminar is held as part of the implementation of the Roadmap for Promoting Decent Work, signed in 2024 by the ILO, the Government of Kazakhstan, the Federation of Trade Unions of the Republic of Kazakhstan, and the «PARYZ» Confederation. The Confederation actively supports the introduction of practices aimed at sustainable enterprise development and improving workplace safety across the country.
