On November 26-28, the ILO will hold a seminar for the State Labor Inspectorate Committee of the Ministry of Labor and Social Protection of the Republic of Kazakhstan. The aim of the seminar is to assist from ILO to labor inspectors in effectively planning and implementing labor law compliance audits within their mandate.
Speaking on behalf of employers, General director of the Confederation «PARYZ», Kanybek KADYRBAYULY, noted that, in accordance with international practice in countries with strong economies (Germany, Norway, South Korea, Canada), inspections do not rely on fear and fines. Therefore, Kazakhstani businesses support the development of Kazakhstan's labor inspection service solely within the framework of a model of partnership, prevention and respect for the role of business in the economy.
Let us recall that Kazakhstan has ratified both ILO conventions on labour inspection: Convention No. 81 (1947) on Labour Inspection and Convention No. 129 (1969) on Labour Inspection in Agriculture. The challenges facing the labour inspection system in Kazakhstan include: insufficient number of labour inspectors to respond to the challenges and complexities of the socio-economic situation in the country; the provisions of the Entrepreneurial Code limit the ability of inspectors to conduct inspections without prior notice, on their own initiative and with the necessary frequency and thoroughness.
